LOGISTICS EXPERIENCE

Sobczak, Inc. has the necessary specialized skills to support the Acquisition Logistics
function required to provide backup capability to the DoD, especially for meeting surge
workload requirements.  We provided logistics support during the performance of USAF
ASD Contract F33657-84-C-0090.

This section provides detailed descriptions of tasks accomplished by Sobczak experts
at ASD.  Our personnel have the logistics expertise essential to support both ASD's
existing and projected programs and associated technological advances.  The Sobczak
team also is capable of evaluating the impact of new and innovative acquisition strategies.

Sobczak's logistics management support team is professionally competent and capable
of assisting SPO managers in the performance of both routine, repetitive tasks and in the
performance of more technical tasks.  This includes, but is not limited to:  development and
update of plans and schedules, development and conduct of training courses, set up and
maintenance of Management Information Systems, tracking support recommendations,
technical data and technical order support, and any management tasks related to the
process of Integrated Logistics Support.

In the following section, we have provided detailed descriptions of logistics and
logistics-related tasks performed under direction in USAF/ASD Contract F33657-84-C-
0090.  Work accomplished includes the following major categories:

     INTEGRATED LOGISTICS SUPPORT

     LOGISTICS SUPPORT PLANNING

     LOGISTICS SUPPORT ANALYSIS

     LOGISTICS DEPLOYMENT SUPPORT

     TECHNICAL DATA MANAGEMENT
          Technical Order Management
          Technical Order Reference Library Management

     LOGISTICS MANAGEMENT AND CLERICAL SUPPORT

INTEGRATED LOGISTICS SUPPORT (ILS)

ILS is a composite of all support considerations necessary to ensure
effective/economical support of a system during its life cycle, and is an integral part of all
other aspects of system acquisition and operation.  ILS elements influence Maintenance
Planning, Manpower and Personnel, Supply Support, Support Equipment, Technical Data,
Training and Training Support, Computer Resources Support, Facilities, Packaging,
Handling, Storage and Transportation, and Design Interface.  Sobczak's ILS experience
includes identifying the logistics support needs of a new system, while meeting the stated
reliability, maintainability and supportability requirements of the system being acquired.

Sobczak's ILS efforts required assessment of the logistics impact; the identification of
critical items from a logistical standpoint; and the selection of logistical design criteria for
use during the design of new systems.  Analysis was performed to identify the most
economical means of meeting the technical requirements and alternate solutions were
identified and evaluated.  System performance was continually tracked after delivery to the
user in order to correct any deficiencies, to enable identification of the organization function
required to support the system oepration and to monitor it in a timely, systematic and
orderly manner.  This ensured proper selection of design to minimize logistical support
burdens on the operating/support commands assuring that logistical support was available
at the operating locations upon delivery of the system.

Because of our past experiences, and our technical and managerial expertise in
specialized support, Sobczak subscribes to the basic tenet of ILS application.  That is:
reduce systems cost by reducing the investment for spare parts; provide quantitative
requirements for field testing; provide responsible repair capabilities for field testing;
provide responsible repair capabilities; provide rapid transportation; use standard
items/parts; minimize investment in high cost items; develop realistic forecasting
techniques for contract review and audits; and create greater flexibility during
development/production contracts.

Under the ILS concept, the importance of trading off operational and support
requirements from the earliest phases of the life of a system has been recognized.  As
DoD directive 4100.35 states:  "Over the life cycle of a system, support represents a major
portion of the total cost, and is sometimes the principal cost item."  Sobczak integrates
logistics considerations into the conceptual planning, and then through the entire design
and development process.  Either support costs during the operation may be significantly
reduce, or operational availability of the system may be increased without a significant
increase in cost.

In addition to integrating support planning into the entire design and development
process, Sobczak follows the fundamental ILS concept to ensure that the elements of
logstics support are integrated with each other into a total support system.  When the
baseline of any one logistics element is changed or proposed to be changed, the effect on
all other logistics elements and on the total system must be formally considered and
necessary adjustments made.

In applying the concept of ILS to system/equipment acquisition, it is important to
maintain a proper perspective, to bear in mind that logistics support is not an end in itself,
but exists only to support the operation of the system/equipment to which it is related.  The
support problem will vary according to the complexity and value of the system/equipment.
Planning for support must be tailored to each individual acquisition.

The logistics effort in the early stages must be confined to development and formulation
of inclusive but broad logistics plans and support characteristics.  The result should be a
road map of what specific steps will be taken, at what time, and in what detail as the
development progresses and the design matures.  The detailed planning and preparation
of detailed data packages must be deferred until the configuration of the hardware has
been reasonably stabilized.  Detailed support planning which is accomplished prior to the
establishment of the basic configuration and dependent on that configuration is almost
certian to require extensive rework to become valid and useable.

Sobczak shall review the Integrated Logistics Support proposals, site activation efforts,
support equipment design, manufacturing and deployment, spans and provisioning efforts
proposed.  Technical Publications will also be reviewed for the effort proposed to
accomplish the tasks and methods used for the proposal and for their applicability to the
program under review.
