PHILOSOPHY OF OPERATION:
Thomas V. Sobczak, Consultants reviews and comprehends the essence of complex ideas,
systems and technology to reduce complexity to simple, logical, bite-sized modules of
knowledge explained in plain language for manageability. Sobczak provides results in how-

HISTORY
Thomas V. Sobczak, Consultants is a disadvantaged small business headquartered in
Baldwin, Long Island, New York. Our business focus is to provide technical services to
small and mid-sized businesses.
Dr. Thomas V Sobczak under agreement with the Society of Manufacturing Engineers has
conceived, designed, and coordinated the following education programs:

Sobczak created and taught the CAM-I Small Business Program. He created a text to
accompany the training so large corporations would have a subcontractor basis.
Sobczak has developed the indexing method called Segment Indexed Integrated Database
(SIID). SIID integrates multiple databases regardless of the architecture or interchange
format of the application host computer. SIID is used to create a Knowledge base that
locates information that is specific-topic relevant. SIID integrates knowledge from an
unlimited number of otherwise unique databases.
Dr. Sobczak has created baselines for the USAF and the SME to assure common
vocabulary within Mil Std Configuration and Logistics Management.
MANAGEMENT EXPERIENCE
Thomas V. Sobczak, Consultants has extensive experience in the area of Government
Program Management, particularly in the disciplines of Configuration Management,
Program Management, Software Management, Systems Analysis and Logistics Support.
Sobczak's successful endeavors are directly related to small business conversion from
defense to commercial manufacturing, technology reuse and the reorganization of
corporate administration and production operations to adjust to changing technologies.
LAND USE AND ZONING
Sobczak studied the Zoning Standards use by the New York City Department of City
Planning. He was hired by the Hunters Point Community Council to define and write the
zoning text for the Hunters Point (Queens) Special Mixed Use District. Later he suggested
the text that allowed the CITIBANK tower to be constructed. Sobczak evaluated the
PANYNJ plans for the East River Development later renamed Queens West. Sobczak
served as Chairman of the Queens Community Board #2 Land Use and Zoning committee
for nine years. He remains a member of the Queens Borough President's Land Use and
Zoning Committee and the West Queens Task Force.
TECHNOLOGY TRANSFER
Communication of sophisticated technologies among potential users requires matching
economies of scale. Sobczak research demonstrates that creativity is not a part of existing
large corporation routine. Our methods are developed to provide smaller industry an
opportunity to use technologies to the greatest extent possible. Using a method we call
Segment Indexed Integrated Data Base (SIID) Sobczak indexes, organizes and tags like
or nearly alike technologies regardless of where originated. Technologies are compared
to the client's need or his capability to benefit from a unique product. For example, Sobczak
converted a plating process unique for company "A" to a universal plating product that
generates a consistent revenue stream across multiple industries.
We have worked in close liaison with the Advanced Technical Planning Committee of CAM-I
and the US Army. Our research has produced a direct approach to the commercialization
of technology for easy transfer to business. Research into the location of data bases has
led to the cataloging of more than 500 public sources that can be tapped by those seeking
new technologies or seeking to learn if their product is saleable.
COMPUTER AIDED MANUFACTURING
Sobczak is a champion for small company automation. Dr. Sobczak served as Chair of the
Manufacturing Controls Division of the Society of Manufacturing Engineers Computer and
Systems Association. He conducted the Advanced Technical Planning Committee Small
Business Automation Seminar for the CAM-I Computer Aided Process Planning, Shop
Floor, and Factory Management projects.
BAR CODING
Sobczak serves as a consultant to many firms mandated to meet the DOD LOGMARS bar
coding Standard. Dr. Sobczak defines technological complexity and reduces it to simple,
common sense modules of knowledge. He makes applied bar coding affordable to the
small corporation. Sobczak's solutions integrate bar coding with manufacturing systems.
INTEGRATED LOGISTICS SUPPORT/SOFTWARE MANAGEMENT
Thomas V. Sobczak, Consultants provides user-friendly information systems that allow
rapid and simplified access to up-to-date data in a cost-effective manner. To minimize the
cost of developing new systems our in house trained systems analysts insure utilization and
enhancement of low cost off-the-shelf technology.
One of our major fields of success in providing support involves the enhancement and/or
redesign of existing data systems using Group Technology and GTCC. Flexible
state-of-the-art systems have been developed that ensure data adequacy, accuracy, and
timeliness responsive to users at all levels of management. Sobczak's solutions provide the
capability to accommodate changing and future equipment/system-requirements to reduce
life cycle cost plans.

DATA BASELINING
Baselining is defined as the development of relational matrices of similar, partially similar
and in some cases dissimilar terms with common attributes in their definition. Dr. Sobczak
has been involved in logical data organization (Baselining) for the last twenty years. The
first step to SIID logic is Baselining. Sobczak first realized the simple truth "no one
baselines" when reviewing terms used in manufacturing technology. He located 16,000
terms for which only 4,300 definitions existed. Across Industry and within DOD, people
conversed, misunderstood each other and were ego-bound not to concede the problem of
tongues. Dr Sobczak produced A Glossary of Terms Used in Computer Integrated
Manufacturing. It is published by CASA/SME, Dearborn, Michigan.
CONCEPTS FOR MULTIPLE DATA BASE MANIPULATION
Dr Sobczak creates methods to manipulate data. Thomas V. Sobczak, Consultants has
become so proficient at Baselining topics and multiple data base manipulation, that we sell
Industry, DOD, USAF and Navy data organized by appropriate SIID retrieval for local use.
The data we find is currently lost in data warehouses and unavailable to its owners. The
indexing of segments of a universe maintains local actions while allowing universe
continuance. In this regard only, Dr. Sobczak has used appropriate technology to minimize
the problem of Managers and Shells for super databases.
ARCHITECTURE AND PROTOCOL DEVELOPMENT
There is a philosophy rampant in both Government and Industry that "big is better".
Trapped by this logic, Industry and Government have wasted millions of dollars by biting off
more than anyone would reasonably need to chew. Sobczak makes use of simple logic
based upon proven initiatives used non-traditionally. For example, SIID uses the concept
of Work Breakdown Structure (WBS) to bound the universe of knowledge sought. Then we
use IDEF to organize knowledge within the boundary. Next we use the Group Technology
sub-set, classification and coding. What makes SIID different is that GTCC adds a pseudo
third dimension to SIID logic. This limits knowledge segment size to user ability to
understand and create automated technology. We build customized common architecture
against existing protocols, translators and converters. We can move relational files as flat
files and re-construct relations on a lower end device thereby making practical knowledge
available to any level of user sophistication.
MANUFACTURING SYSTEMS AND PLANNING
Thomas V. Sobczak, Consultants is the total support system capable of performing beyond

are capable of simulating the effect of ECP and CCP prior to the commitment of funds. This

MANUFACTURING OPERATIONS ANALYSIS
Dr Sobczak has performed Operations Analysis to optimize production flow and inventory
for Sperry Gyroscope Company, Lundy Electronics, Kollsman Instrument Corporation,
Waldes Kohinoor Inc., Grumman Aerospace, Loral Corporation, Abbott Labs, Solarex
Division of Standard Oil of Indiana, Sandvik A.B., Acme Tool, Madison Tool, PIC Design
Division of Benrus Corporation, and Kooltronic. Sobczak is available as an expert witness.
SHOP FLOOR
Dr Sobczak is expert with, has accomplished and taught all elements of Program Review
defined in MIL STD 1521B. He conceived and conducted the Society of Manufacturing
Engineers Shop Floor Operations Tutorial. He participated in the Review of the AFWAL-
ICAM-IMC-MM project at Northrup Corporation, Los Angeles. Dr. Sobczak structured the
Group Technology Classification and Coding System to integrate the Sandvik AB
manufacture of tools world wide. He optimized the operations on the factory floor at
Sandvik in Sweden, Cormorant in Germany and Sandvik America/Madison Tool.
Sobczak's technology SIID database is used constantly. Knowledge provides our
competitive edge. Rather than reinvent the proverbial wheel, Thomas V. Sobczak,
Consultants locates available appropriate technology and transfers it to new uses. This is
not to say that Thomas V. Sobczak, Consultants cannot create new Technology.
SECURITY
Sobczak is one of the foremost researchers involved in defining the psychology of the
hacker, cracker and telephone phreaker. He creates computer security schema for PC,
minicomputer and main frame devices to protect the manufacturing process. His knowledge
is unique in that he uses the techniques of intrusion and aggression against their
proponents.
Sobczak is a recognized security provider. ISPNews published an overview of Sobczak's
hacker studies. Federal Computer Week told their readers about how Sobczak intelligence
research ferrets out spies and data thieves. Electronic Combat Report and Inside Defense
Electronics reported upon software weapons Sobczak located or created . Business Week
editorialized that the dirty-tricks Sobczak identified should be outlawed. Information Week
addressed Sobczak in a feature about corporate LAN security. Newsweek references
Sobczak in a story about technology losses to open source intelligence hobbyists who pirate
knowledge. TIME referenced and used Sobczak's research in its CYBERWAR cover story.
COMPETITIVE INTELLIGENCE
Sobczak's continuing research has been able to identify threats to the operations of
business and government. All sources are in the public domain. One need only to uncover
them to be privy to national secrets both technological and strategic.
We currently monitor repetitive occurrences by interdiction. Our results are published by
the Interests Ltd. publication, SECURITY INTELLIGENCE REPORT and the Nathan Hale
Institute.
NON LETHAL (DISABLING) WEAPONS TECHNOLOGY
The ultimate lesson learned as a result of Operation Desert Storm is that current technology
kills beyond the capacity of commanders to control the result. Sobczak conceived new
weapons with the premise that technology can be made to disrupt and distort so as to
confuse and demoralize with minimum intentional damage to human life.
Sobczak has structured a package of NON-LETHAL solutions that manipulate technology
to disrupt and render the means to conduct intrusion into corporate resources' useless.

LaGuardia Airport at Queens, NY and one hour from midtown New York City..
